Donation Campaign for the Ukrainian Energy Sector
Since the beginning of the full-scale Russian invasion of Ukraine in 2022, energy infrastructure has been a main target for Russian attacks.
The 4th Rapid Damage and Needs Assessment (RDNA4) by the World Bank, UN, and Government of Ukraine estimates total damages in the energy sector since the full-scale invasion at $20.51 billion as of December 31, 2024 — double the previous assessment — with key segments suffering substantial destruction: $11.9 billion in power generation (thermal, hydro, and combined heat and power plants), $2.23 billion in electricity transmission (impacting EU cross-border trade), $0.62 billion in power distribution (worst in frontline regions), $1.35 billion in the gas sector (attacks on storage and distribution), and $1.7 billion in the oil sector (refineries, fuel depots, and pipelines).
Following the spring 2024 attacks, installed power capacity fell to 11–12 GW, despite repairs restoring 3–4 GW and expanded EU electricity imports at 2.1 GW, leaving a 6 GW winter deficit. Revenue losses exceed $72.3 billion (arising from attacks on energy infrastructure, displacement of people, economic contraction, and poverty increase, combined with the decrease in collection rates), including $43.4 billion in the power sector, $7.65 billion in gas, $7.75 billion in coal and $9.94 billion in fuel oil. Recovery and reconstruction require a total of $67.78 billion, encompassing $53.7 billion for power generation and transmission aligned with EU integration goals. This prioritises regions like Zaporizka, Kharkivska, Dnipropetrovska, Donetska, Odeska, and Sumska, while emphasising modernisation through decentralised energy, regulatory reforms, strengthened EU cooperation, and international aid.
These attacks resulted in extensive damage across the country, which caused disruptions in gas and heating networks, as well as electricity supplies. Access to water, telecommunication and banking has also been affected by damages to the country’s energy infrastructure. As of today, repair works are still ongoing. Emergency repairs are carried out by the Ministry of Energy of Ukraine, the State Transmission System Operator “Ukrenergo” and others.
Donation Campaign for the Ukrainian Energy Sector
The Ukrainian Ministry of Energy (MinEnergo) has sent a request for help to the German Federal Ministry for Economic Affairs and Energy (formerly German Federal Ministry for Economic Affairs and Climate Action) after the start of the Russian war of aggression. Under the umbrella of the German-Ukrainian Energy Partnership, a donation campaign for technical equipment for the Ukrainian energy sector was launched.
- The BMWE encourages associations and companies in the German energy industry to consider the request for assistance and to contribute with donations if possible.
- The team of the donation campaign supports the coordination and management of these donations on behalf of the BMWE.
- The Federal Ministry of Finance has created the conditions for expenditures for parties affected by the war in Ukraine to be deductible for tax purposes.
Technical goods are needed for the repair and maintenance of electricity and gas networks and other energy infrastructure in Ukraine, which were damaged or destroyed by the war.

Procurement Campaign for the Ukrainian Energy Sector
GIZ carried out a procurement campaign to purchase goods dedicated to the Ukrainian energy sector in the framework of the Federal Government’s Ukraine Winter Aid on behalf of the Federal Ministry for Economic Affairs and Energy. The German-Ukrainian Energy Partnership is the central platform for coordinating cooperation with industry and associations for the procurement campaign, frequently involving companies and associations of the energy industry in information and networking events.
